Quantification of the impacts of mandatory treatment for wood packaging material inside the EU
This study was undertaken by Agra CEAS Consulting as part of the Food Chain Evaluation Consortium (FCEC) with the aim of quantifying the potential impacts of introducing legal requirements to implement FAO International Standard for Phytosanitary Measures (ISPM) No. 15 for wood packaging material (WPM) circulating inside the European Union. The study in particular provides a quantification of costs and overall benefits of a set of options – including a status quo scenario – on the basis of literature review, interviews with stakeholders and Competent Authorities, structured surveys with the industry stakeholders and the Competent Authorities, and an analytical model developed for the estimation of costs. The study provides data as well as analytical and descriptive inputs necessary for DG SANCO to discuss the options with the Member States and stakeholders and adopt legislation, appropriately justified as concerns potential impacts.
