Report on the outcome of the EU co-financed animal disease eradication and monitoring programmes
This report on the outcome of the EU co-financed animal disease eradication and monitoring programmes in the Member States and the EU as a whole was carried out for DG SANCO of the European Commission as part of the Food Chain Evaluation Consortium with the project led by Agra CEAS Consulting. The objective of this study was to provide the data, analytical and descriptive inputs necessary for the Commission Services to publish a report on the outcome of the annual and multi-annual EU co-financed animal disease eradication and monitoring programmes (approved under Article 24 of Council decision 90/424/EEC or Article 27 of Council Decision 90/470/EC), as required by Article 41 of Council Decision 2009/470/EC. In particular drawing on extensive in-house data across the EU institutions involved in the programme the report describes the activities undertaken under the relevant legislation and addresses the outcomes and achievements of these programmes, by placing them in the context of wider European animal and public health developments. The report also qualitatively assesses the cost effectiveness of the programmes, collectively, and individually in the overall European context and the general impact of programmes on factors such as trade, economics, animal disease surveillance and consumer protection.
