This study was undertaken for DG Agriculture of the EU Commission. The purpose of the research was to analyse how the mechanisms for implementing the School Milk Measure have performed, to assess the validity of the means implemented to achieve the objectives and to evaluate their efficiency and effectiveness. The scheme performance was assessed on its ability to satisfy the objectives of helping to expand the market for milk products by maintaining or increasing the consumption of milk products by school children, encouraging the habit of consuming milk products and ensuring that milk products are available in schools at prices that can compete with alternative products. The research focused on the EU-15 and six Member States, and was based on desk research and analysis supported by qualitative interviews with representatives of managing agents, administrative bodies and national government departments.
