Economic evaluation of the Pig Industry Restructuring Scheme

This economic evaluation for Defra used a postal survey of pig producers to evaluate the Pig Industry Restructuring Scheme (PIRS). The report provided an overview of the UK pig production sector in terms of structure, production systems, financial performance and market evolution and then compared the situation in the UK to that in the Netherlands and Denmark. The justification for government intervention in the pig sector was examined in terms of market failure and the impact of PIRS on those who applied to the Ongoers and Outgoers schemes, those who applied unsuccessfully and those who did not apply was assessed. A review of the cost effectiveness of the scheme was then undertaken and the knock-on effects of the scheme and an assessment of its place within the government’s Action Plan for Farming objectives was carried out. Finally, conclusions and recommendations were made.
