Economic evaluation of the Agenda 2000 reforms

This economic evaluation for Defra used a comprehensive face-to-face farmer survey of arable farmers and beef producers in the four countries of the UK to establish the impact of the Agenda 2000 reforms. The report firstly considered the implementation of Agenda 2000 in the UK and then provided a baseline for the arable and beef sectors in 2000 against which a future evaluation of impact can be made. This was followed by a literature review of the impact of the Agenda 2000 reforms in the EU-15 and then, using a combination of literature review and survey results, an assessment of impact in the UK.  Farmer understanding of and attitude towards the reforms was then elaborated and the impact of Agenda 2000 in France reviewed as a comparator to the impact in the UK. Finally, the expected future impact of the reforms was discussed.
