Economic impact of phasing out milk quotas

This research for Defra developed two specific policy options to bring the EU CAP milk quota system into line with the likely outcome of the current agricultural negotiations in the WTO.  The impacts of these policy options on milk production, throughput into the dairy industry and ultimately dairy product consumption were assessed for each Member State of the EU.  The economic impact of these options was explored, as was the impact on farm structure, employment both in rural areas and in the dairy processing sector.  Finally, the environmental impact of any likely changes was considered.  Agra CEAS were responsible for Chapters 7 and 8 of this report.
